To send a load offer to a carrier, first click on the desired carrier's row in the main Trucklist page. Clicking on the carrier will open the Carrier Info side panel shown below. Click the green "Send Load Offer" button.
From here, simply enter your load details! Once you send one load offer, you'll be able to auto-populate the form with details from previously sent load offers.
Clicking Send Offer generates an email and a push notification to the carrier's TrueNorth App.
